Fuel line between the fuel pressure regulator and the return nipple to the fuel tank. The is a small metal bend here that the fuel line is lightly clamped with to hold it against the body. Not sure if this is stock or not for a '74, but I have never seen it on our '78. The blue wire goes from the starter to the alternator.
